PROBLEM TO BE SOLVED: To obtain a fixing roller for which a thin core bar is used, in which the variance of the thickness of silicone rubber is made small and further which surely prevents coating liquid from adhering to a journal part. SOLUTION: The fixing roller has an elastic layer composed of heat resistant rubber such as silicone rubber and a mold-released layer composed of fluororesin successively on the metallic hollow core bar 1. Steps 1d for keeping the outside diameter of the mask tool for masking the coating of the elastic layer equal to the outside diameter of the barrel part 1a of the core bar 1 are respectively provided on both sides in the axial direction of the barrel part 1a of the core bar 1.
