PROBLEM TO BE SOLVED: To suppress variations in display luminance caused by the fault of an input signal in a display for improving moving picture characteristics by black insertion. SOLUTION: The start of scanning for black insertion is prevented to a gate driver scanning a picture signal. Contrarily, the start of scanning for image signals is prevented to a gate driver that is scanning for black insertion. As a result, an influence on the display luminance is suppressed even if the input signal is faulty. A frame start signal FLM generation circuit comprises a circuit 1001 for detecting the number of total lines in frames F1-F4; a frame start signal generation circuit 1002 for black insertion; a frame start signal mask control circuit 1003 for black insertion; a frame start signal mask pulse generation circuit 1006 for picture signals; a frame start signal table 1004 for picture signals; a frame start signal generation circuit 1005 for picture signals; a frame start signal mask control circuit 1008 for picture signals; a frame start signal mask pulse generation circuit 1007 for black insertion; a selector 1009; and the like.
