PROBLEM TO BE SOLVED: To provide an igniting device having reduced installation cost by using fuel oil C, e.g., as fuel for an ignition burner. SOLUTION: The igniting device for igniting the heavy oil burner comprises an inner tube portion 23 forming a first flow path 21 connected at its front end 21a to an injection region 20, an outer tube portion 24 forming a second flow path 22 between the inner tube portion 23 and itself, provided circling the inner tube portion 23, a joint portion 25 for joining the first flow path 21 near its front end 21a to the second flow path 22, and an ignitor 26 arranged in the injection region 20. Vapor 31 is distributed into the first flow path 21, and ignition fuel 32 is distributed into the second flow path 22. The ignition fuel 32 is atomized at the joint portion 25 by the vapor 31 and supplied to the injection region 20.
