PROBLEM TO BE SOLVED: To increase the chances of failure detection by using a similar detecting means while an air conditioner flag is off also when it is on. SOLUTION: First and second flow rate learning judgement means and first to third malfunction judging means are used to judge a malfunction in ether case of whether an air-conditioner is on or off, so that the chances of detecting the malfunction are increased and abnormalities can be found in early stages.
