PURPOSE: A system and a method for managing/certifying manpower through quality certification on the Internet are provided to enable a job seeker or an employment agency to offer a reliable resume of the job seeker to a job offering institution/company by certifying the resume of the job seeker through a certification center and storing it in a database. CONSTITUTION: Members comprises the job seeker(12), the job offering institution/company(16), an education institution(14), and the employment agency(18). A web server(20) includes a web site(22) storing a standard electronic resume and various kinds of contents/web screens, and a member certification part(24) certifying an ID and a password after confirming personal information and basic information of the member registered to the web site. The certification center(30) includes an information storing part(32) storing/managing information inputted from the members with a database and a certification part(34) performing certification by inquiring/confirming the member from the information storing part. A level of the member is upgraded by an agreement offered from the certification center.
