PROBLEM TO BE SOLVED: To enable to reduce the dissipation amounts of coloring materials while maintaining an excellent image by so controlling as to reduce the number of gradations while maintaining the linear gradation expression of the image formed on a sheet at the time of setting a toner save mode by providing a setting means of the toner save mode. SOLUTION: When an intermediate gradation processor 114 for executing the area gradation process of image data developed by an image memory 113 by a dither method to generate a binary bit image inputs a binary toner save mode signal from a host computer, it reduces the number of gradations of the image formed on a sheet by using a dither matrix for a toner save mode.
