An insulating layer (2) or resistor layer (4) is attached to a backing foil, whose side with this layer attached is covered with a flexible foil. The flexible foil bonding to the insulating or resistor layer is stronger than that of the backing foil. The flexible foil can be peeled off the backing foil and applied to a backing (1), allowing the backing to be heated up for baking the flexible foil thoroughly and for sinter-fusing the insulating or resistor layer.
