PURPOSE: An impact-absorbing device of a hood panel for a vehicle is provided to constitute a hood over slam bumper in a state capable of minimizing the injured degree of a pedestrian in a collision accident. CONSTITUTION: An impact-absorbing device of a hood panel(1) for a vehicle includes a hood over slam bumper(50) inserted between a radiator support member(2) and the hood panel to prevent interference with the radiator support member, and an impact-absorbing unit(60) organically connected to the hood over slam bumper to absorb impact transmitted from the hood panel. The impact-absorbing unit comprises a bumper lock(61) having plural horizontal grooves(61a) and having the lower end supported by a buffering spring(61b); a bumper rod(63) horizontally connected to the upper side of the bumper lock to lower a lock slide(62) coming in contact with the end while descending when the bumper lock descends; a lock rod(64) having one end coming in contact with a slant face(62a) extending to the lower side of the lock slide and the other end inserted and separated in/from the horizontal grooves by right and left movements by an elastic spring(64a); first impact-absorbing members(65) arranged to the sides of the lower end of the hood over slam bumper to primarily absorb; and a return rod(66) connected to a return switch(66a).
