DEVICE, A METHOD AND A PROGRAM FOR ENCODING MOVING PICTURE TO IMPROVE ERROR RESILIENCE

PURPOSE: A device, a method and a program for encoding moving picture is provided to improve error resilience and raise image quality and encoding efficiency by controlling an encoder using an optimal combination in video encoding. CONSTITUTION: An image input part(302) is included. An image encoder(304) divides images inputted from the image input part into a plurality of areas, and performs an encoding operation. The image encoder switches an error resilience tool for improving error resilience of encoded image to be on or off. A storage part(309) stores compressed data encoded by the image encoder. A transmission part(308) sends out the compressed data. A determination part(303) decides one of the first mode for outputting the compressed data to the transmission part and the second mode for outputting it to the storage part. The determination part turns off the error resilience tool in the second mode in order to decide an encoding condition.
