PURPOSE: A valve lid and a vale are provided to restrict the wear between the rotating head member and the small diameter part by rotating and mounting the rotating head member in the end of the screw assembling member of the valve lid, and to charge and release fluid by regulating the valve lid with the tool. CONSTITUTION: A valve lid(30) is twisted and inserted to an opening end(14A) of a passage(14) to charge or release compressed fluid to close a small diameter part(17) by tightening the inside of the passage, and composed of a screw assembling member(31) thread-connected to the opening end of the passage and a rotating head member(40) rotated and connected to the end of the screw assembling member and composed of an end(45) tapered and inserted to the small diameter part and contacted to an opening edge(19) of the small diameter part.
