PURPOSE: A permanent power generating apparatus is provided to generate electrical energies by using N and S poles of a permanent magnet and converting a potential energy into a motion energy. CONSTITUTION: A permanent power generating apparatus comprises a magnet cylinder having a semi-circular weight embedded in the magnet cylinder, a center shaft arranged in the center of the magnet cylinder, and a lid; a floating cylinder having iron rods arranged at constant intervals along the floating cylinder; a magnet cylinder formed by disposing the magnet cylinder into the floating cylinder, and covering the resultant structure with a lid so as to prevent an infiltration of water; and a magnet belt formed by attaching a permanent magnet to a rubber belt.
