PROBLEM TO BE SOLVED: To enable to make a constantly stable image by maintaining a certain standard of image quality even when a section recognition is failed. SOLUTION: Precision of recognition is acquired when the section recognition is performed and when the precision is less than the predetermined threshold value, standard image processing without section dependence is performed considering the recognition is failed. The standard image processing without the section dependence includes the gradation processing to adapt a right and left symmetric sigmoid function within the maximum and minimum image element values in an object and the sharpening processing of an average emphasis rate and an average frequency zone, and does not include the dynamic range compression.
