PROBLEM TO BE SOLVED: To improve the operability in user setting of a transmission destination, which is required for quick and sure transmission, in a communication environment wherein a transmission destination user can use a plurality of transmission methods when using a distribution function. SOLUTION: After a read condition and a transmission destination are indicated in a scanner picture opened by key operation of scanner distribution, a picture shown in Fig., for setting a transmission condition of the indicated transmission destination user is opened. A transmission method determined by designated one of four setting methods (display area 83), out of a plurality of preliminarily registered transmission methods (display area 79) available for one user is selected in setting to perform transmission. When "transmission frequency priority" or "registration date priority" is designated, transmission methods of which the number corresponds to the number of designated destinations are selected and set in the order of result transmission frequency from the highest frequency or in the order of registration date from the latest date, which are managed as attributes of transmission methods, to distribute scanner read images.
