<P>PROBLEM TO BE SOLVED: To provide a composition for cement mortar capable of forming a smooth worked surface easily, capable of obtaining strength development in a short material age, having excellent workability in summer or on a sloping land and being favorably used for the filling work at a pavement repair around a manhole cover, a fire hydrant cover, a ditch cover and the like. <P>SOLUTION: The components of the composition for cement mortar are portland cement, a rapid curing material, an aggregate, a fibrous material having length of 3-30 mm, a water reducing agent and a setting modifier.
