<P>PROBLEM TO BE SOLVED: To accurately share patient's personal medical information among a patient and a medical related agency such as a hospital, a pharmacy, an insurance association and a medical examination center and a healthy service providing agency in order to achieve a better healthy service. <P>SOLUTION: A patient (a member) and a medical related agency such as a hospital, a pharmacy, an insurance association and a medical examination center and a service providing agency are enabled to hold an IC card, and to use a recording medium such as the IC card, a reader to read the IC card, a terminal, a network and the server of an administrative operation agency to log-in to various terminals based on authentication using the IC card and so on. Thus, it is possible to prevent information from leaking to an agency to which it is not necessary to disclose the information. Also, the IC card or the like is made to have comments so that a doctor's opinions about the patient can be directly transmitted to the service providing agency or a person who gives medical treatment in emergency.
