PROBLEM TO BE SOLVED: To efficiently reduce a file size of an image while keeping the quality of a multi-valued image which becomes a processing target image. SOLUTION: A multi-valued image which becomes a source image, and a binary image based thereon are prepared (S1, S2), a pixel having specific attributes of a character or the like, for example, is specified on the basis of the binary image, and a single or a plurality of binary images each composed of only a pixel portion having the specific attributes are created in accordance with presence/absence of such specific attributes (S4, S5). A multi-valued image is then created by filling pixels having the specific attributes in a background color (S6), each of the images is encoded (S7) and filed (S8), thereby remarkably reducing the file size while keeping visibility with respect to the pixel having the specific attributes of a character or the like without lowering the quality of the multi-valued image which becomes the processing target image, so much.
