<p><P>PROBLEM TO BE SOLVED: To provide a pitch angle control device 17 having simple and inexpensive construction. <P>SOLUTION: A clutch means 74 encircled by a clutch cover 92 is mounted between a subsidiary motor 58 and a transmitting means 72 and a transmission cover 21 encircling the transmitting means 72 and the subsidiary motor 58 are mounted on one side of the clutch cover 92 and on the other side thereof, respectively, therefor allowing the clutch cover 92 to have both dust proofing function of the clutch means 74 and connection function between the transmission cover 21 and the subsidiary motor 58.
