<p><P>PROBLEM TO BE SOLVED: To provide a packet transfer system or the like capable of properly monitoring a flow of packets at low cost without increasing the processing load even in the case of adopting the observation type reception control under the leadership of terminals for transferring test and preferential packets whose priorities differ from each other. <P>SOLUTION: In the case of instructing monitoring packets after reception of a call setting request, a call control apparatus 20 informs packet transfer apparatuses 10a, 10d about monitoring information including information of the service class and an identifier uniquely representing a transition pattern of the priority. The packet transfer apparatuses 10a, 10d decide whether or not the service class of communication packets transmitted from a terminal 30a (30b) is coincident with the service class of communication set in the monitor information and monitor the packets in response to the transition of the priority class of the packets.
