PROBLEM TO BE SOLVED: To provide a heat-insulating panel for a construction in which an unnecessary tatami floor can be utilized as a heat-insulating material. SOLUTION: The heat-insulating panel for the construction is constituted so that heat-insulating material blocks are cut out in conformity with heat-insulating panel frames from the unnecessary tatami floor, introduced into termite-prevented and treated cases after a borate treatment with the objects of a termite prevention and an anticepsis and charged into panel core materials together with the cases and a face material is joined.
