PROBLEM TO BE SOLVED: To provide a method for deciding the state of a printing plate forming process capable of performing sensitivity change of a photosensitive material, discovery of a fluctuation in developing conditions after exposure or the like, and tendency management. SOLUTION: A stage of forming a printing element section by exposing a printing pattern area under first exposure conditions, a stage of forming a pattern for decision under the second exposure conditions different from the first exposure conditions in an arbitrary position outside the printing pattern area, and a stage of deciding the state of the printing plate forming process by evaluation of the measured value of the pattern for decision formed outside the printing pattern area are performed.
