PURPOSE: To provide an apparatus for purifying water by electrical absorption method, the apparatus that increases conductivity and enables filtering type ion separation so that separation efficiency of anions including nitrates existing in underground water is maximized by a pair of cartridges only by molding activated carbon fiber in a cylindrical cartridge shape, thereby maintaining uniform thickness and density thereof. CONSTITUTION: The apparatus for purifying underground water by electrical absorption method comprises a control part(20) having on/off switches; and a water purification means(30) into which underground water flows correspondingly to control of the control part so that nitrates contained in the underground water are adsorbed by different electrodes, a power supply being impressed to the electrodes through power supply lines(A,A'), and which filters suspended solids contained in the underground water, wherein the water purification means comprises a housing(300) for receiving the underground water; at least one pair or more filter cartridges which are installed in the housing such that the filter cartridges have different electrodes and formed in a cylindrical cross-sectional shape for filtering nitrates and suspended solids contained in the underground water correspondingly to control of the control part; and a cover part(500) comprising an outflow part(530') fixed to an upper part of the housing by means of bolts and nuts to flow out purified water filtered by the filter cartridges.
