PURPOSE: To provide an apparatus which improves scum collection efficiency by collecting scum without water along the level of emulsion in an emulsion tank and solves a problem that oil components flow out to a general wastewater treatment facility by completely removing scum. CONSTITUTION: The apparatus for collecting waste scum of an emulsion tank comprises a scum discharge part comprising a scum discharge pipe(11) fixed to an upper part of the emulsion tank(10), a rotor housing(13) of which upper part is connected to the scum discharge pipe, and a rotor rotatable in the rotor housing and rotated by movement of scum; a scum collection part comprising multistage sliding pipes(16a,16b,16c) to which a lower part of the rotor housing is connected, a scum collecting pipe(20) connected to a lower part of the sliding pipes, a scum gathering pipe(22) one end of which is connected to the scum collecting pipe perpendicularly to the sliding pipes, and on the front part of which a hole is formed, and a float(21) formed of a material having low specific gravity to float the scum gathering pipe and parallely connected to the scum gathering pipe; and a rotary part comprising a face gear(15) which connects a pinion(14) to rotary shaft of the rotor and is engaged with the pinion, a rod(18) one end of which is connected to the side surface of the face gear such that the rod is parallel to the sliding pipes, and a base wheel(19) to which the other end of the rod is connected, and which is fixed to the emulsion tank by interposing a base wheel block(17) between the bottom of the emulsion tank and the base wheel.
