<P>PROBLEM TO BE SOLVED: To provide a filling method and filling device whereby developer is efficiently filled in high density at least as in a short time as a conventional filling method and filling device or in a shorter time than that, and the toner is delivered to the entire area of such a developer storage container that its shape is complicated, resulting in a dead space that makes it difficult to deliver toner. <P>SOLUTION: The method is used for the production of the developer storage container filled with developer or a development cartridge or process cartridge having the developer storage container, which is attachable to the main body of the image forming apparatus. In the method, in the case where a developer filling port or an opening through which developer can be filled is provided and the developer is filled from the filling port, the container has a space body that is larger than the filling port.
