<P>PROBLEM TO BE SOLVED: To cool a heating object carried in a vehicle, such as a PCU, etc. <P>SOLUTION: A hybrid ECU performs a program including a step of detecting a traveling state of the vehicle (S100), a step of detecting a road surface state (S200), and a step (S700) of outputting an indication of dropping a drive voltage of a motor operated water pump when the vehicle is suddenly started (YES in step S300), the vehicle is suddenly braked (YES in step S400), the vehicle is suddenly turned (YES in step S500), or the vehicle is in a steep hill way (YES in step S600).
