PROBLEM TO BE SOLVED: To adaptively control search time and a radio resource and power consumption consumed in search in terminal equipment when a radio terminal device searches a base station. SOLUTION: When the radio terminal equipment searches the base station, a scan system for searching the base station is determined based on an attribution state for indicating that the radio terminal equipment is within or out of the range of the base station, and a cause for searching the base station or the communication state of the radio terminal equipment. Scanning is made by selecting one of an active scan for transmitting a probe packet for base station search to the base station and performing search by allowing the base station to respond to the probe packet, and a passive scan for performing search by receiving report information periodically transmitted by the base station for a fixed time. Additionally, according to the result of the scan, it is determined that the radio terminal equipment is within or out of the range of the base station for determining the attribution state.
