PROBLEM TO BE SOLVED: To prevent a user of a communication terminal from being called by another communication terminal during driving a vehicle, to perform incoming call control for the communication terminal being used by the driver of the vehicle from a station side, and to grasp the situation of the vehicle by the station side and perform incoming call control for the communication terminal on the basis of the situation. SOLUTION: The controller obtains state information indicating the state of the vehicle 200, determines whether a speech based on a call destined to a communication terminal 500 of the vehicle 200 should be permitted or not on the basis of the state information.
