PROBLEM TO BE SOLVED: To provide a vertical axial force releasing device for releasing a restoring device and a damping device from a vertical axial force. SOLUTION: A vertical axial force releasing device is made up of a shear plate and a steel pipe. An outer peripheral surface of a shear plate edge and an inner peripheral surface of the steel pipe edge are mutually separated through the medium of a marginal space or softly abutted to each other to such an extent that friction is not substantially produced. By so doing, the shear plate and the steel pipe are relatively displaceable to each other in a height direction, namely vertical direction, without substantially producing friction. On the other hand, the shear plate and the steel pipe are substantially engaged with each other in a horizontal direction, thereby preventing relative displacement in a horizontal direction. Since a margin is formed between the shear plate and the steel pipe, a restoring device and a damping device can sufficiently exhibit fundamental restoring capacity and damping capacity even if variations in a height H from a foundation of a beam occur within the margin.
