PROBLEM TO BE SOLVED: To cut and form a V-groove with good shape accuracy on the inner surface of a cylinder such as a sleeve of a dynamic pressure bearing. SOLUTION: The sleeve W<SB>1</SB>is rotated by a spindle 1, and the V-groove is cut and formed on the inner surface of the cylinder by a cutting tool 4 inserted in the axial direction (X-direction). The axial vibration of a cutting actuator 7 is converted to the radial vibration of the cutting tool 4 by a converting mechanism 5, and with the respective cutting tools 4 rotated in pseudo by the radial vibration and the axial vibration of an X-direction slow motion actuator 9, the cutting direction of the cutting tool 4 is aligned with the feeding direction of an X-direction coarse actuator 12 and the spindle 1 to cut the V-groove.
