PROBLEM TO BE SOLVED: To provide a means capable of setting a communication control parameter of a mobile station speedily in a comparatively simple configuration. SOLUTION: When a mobile terminal 3 moves in the direction of an arrow and a base station 1 recognizes a mobile terminal 4 which is present in the moving direction of the mobile terminal 3 and near the mobile terminal 3, the base station 1 requests a base station 2 to transmit a control parameter 13 under controlling the mobile terminal 4 to the base station 1. In response to said request, the base station 2 transmits the control parameter 13 of the mobile terminal 4 to the base station 1. The base station 1 newly sets a control parameter 11 resulting from adding the control parameter 13 sent from the base staton 2 to control to the mobile terminal 3, and transmits said control parameter to the mobile terminal 3. According to the new control parameter 11 to which the control parameter 13 in the mobile terminal 4 is added, the mobile terminal 3 successively changes its internal control status.
