PROBLEM TO BE SOLVED: To guarantee the real time reproduction of image data without deteriorating image quality or the like. SOLUTION: An apparatus for forming information includes an optical disk 52 which records image data and an editing list formed by editing image data. An information processing unit 11 formes a playing list which guarantees real time reproducing of image data including information designating reproducing by referring to a bridge clip formed by relocating the data of the predetermined range of the image data, a starting position of decoding, and information for designating a starting time based on the editing list. The formed playing list is recorded on the optical disk 52, and provided for a reproducer together with the image data.
