PROBLEM TO BE SOLVED: To prevent determination of abnormality on the side of an external transmission control equipment if a broadcast material data cannot be reproduced, and to prevent transmission of a dark frame information. SOLUTION: An alternate material data storage 141 in which an alternate material data for a broadcast material data to be transmitted is stored, is provided to a decoder 14. If no designated broadcast material data are present in the broadcast material data stored in a storage device 13 or no broadcast material data can be read, a cumulative transmission device 11 inputs the alternate material data stored in the alternate material data storage part 141 into the decoder 14, for decoding process.
