PROBLEM TO BE SOLVED: To provide an illegal dumping preventer capable of effectively preventing illegal dumping. SOLUTION: The illegal dumping preventer consists of a character display 3 which lights and displays the characters indicating the prevention of illegal dumping, a person sensing detector 9 which detects the approach of a human body and outputs the detection signal thereof, and a flash lamp 6 which radiates flash light and is provided with a voice circuit 14 which reads out previously stored voice data, outputs a voice signal and generates voices for preventing the illegal dumping from a speaker. When the person sensing detector 9 detects an approach of the human body, the detector operates the flash lamp 6 to flash and operates the voices for preventing the illegal dumping.
