PROBLEM TO BE SOLVED: To provide a hydrophilic absorbent having good adhesiveness and to further provide a hydrophilic adhesive composition having adhesiveness to an adherend, scarcely having irritation to the skin, not producing a syneresis liquid, capable of readily being prepared by simple composition and having high percutaneous absorption of an ingredient having pharmacodynamic effects. SOLUTION: The hydrophilic adhesive composition comprises a copolymer containing recurring units represented by general formula (I) and general formula (II) (R<SP>1</SP>is a 3-7C alkylene chain which may have a substituent group; R<SP>2</SP>is a hydrogen atom or a methylene group and R<SP>1</SP>s and R<SP>2</SP>s having a plurality of recurring units may be same or different), an aluminum compound and a polyhydric alcohol.
