PURPOSE: A parking lot opening-closing system according to 10th-day no-driving system and its method are provided which prevent the entry of a vehicle violating 10th-day no-driving system into the parking lot by preventing the opening of a stop bar. CONSTITUTION: According to the method for opening and closing a stop bar of a parking lot according to 10th-day no-driving system, vehicle number of a parking lot entry vehicle is recognized(S401). It is judged whether the vehicle is under 10th-day no-driving system, by comparing the vehicle number with date(S403). If the vehicle is not under 10th-day no-driving system, an opening signal of the parking lot stop bar is output to the stop bar of the parking lot(S404).
