PURPOSE: A camera embedding device and a mode control system therefor are provided to automatically control an operational mode of a camera module with regards to a camera embedding device located in a specific area, thereby preventing illegal inquiries of privacy. CONSTITUTION: More than one communication device(340:1,340:3) is installed in predetermined spots of a specific area(330), to obtain device identities of more than one camera embedding terminal(310) existing in the specific area(330). The obtained device identities are collected in an area management server(320) to configure a device identity list. The device identity list is transmitted to a mobile communication system(360) over the Internet(350). The mobile communication system(360) sends a control command for setting an operational mode of a camera module embedded in the camera embedding terminal(310) to a predetermined safety mode through a base station(370).
