PROBLEM TO BE SOLVED: To provide a charging circuit or the like capable of charging a secondary battery by effectively taking out the power of a generator. SOLUTION: A charging circuit 100 comprises a step-down circuit 11 which steps down an output voltage of a generator 10A to a prescribed voltage, a current control means 12A which controls a charge current from the step-down circuit 11 to a secondary battery B based on the amount of power generation of the generator 10A, a mode selecting means (not shown in diagram) for selecting a charge mode, and a charge amount monitor 13. At the charging, the step-down circuit 11 allows receiving of an output of the generator 10A at high voltage and small current while charging with the secondary battery B at low voltage and large current. Since the impedances are matched between a generator output resistance and the secondary battery, the power of the generator is effectively taken out to charge the secondary battery.
