PROBLEM TO BE SOLVED: To achieve lower installation cost, easier material management and more efficient replacing work by stabilizing a weight balance without using a balance weight when lowering a replaced pipe portion to a predetermined connection position. SOLUTION: A housing for covering the cutting and replacing work position of an existing pipe in a sealed condition is provided with a partition valve for separating its inside into an upper space and a lower space in a sealed condition and a connecting part 31 for a connected part 42 of the replaced pipe portion to be connected to the cut position of the existing pipe cut and removed by a cutter. Herein, a lift E is provided for lifting the connected replaced pipe portion between the upper space and the lower space and a lift-down position adjusting means F is provided for adjusting the horizontal lift-down position of the replaced pipe portion with respect to the lift E so that the gravity center position of the replaced pipe portion corresponds or almost corresponds to the lift-down position thereof.
