PROBLEM TO BE SOLVED: To provide an image forming apparatus and an elastic roller which can generate a transferring current optimally neither too much nor too less and in which a large-capacity power source is unnecessary. SOLUTION: The image forming apparatus and the elastic roller form a developer image by sticking developer to the electrostatic latent image formed on an image carrier and by transferring the developer image on an image forming medium. The apparatus is characterized in that the resistance value ratio of the resistance value of a transfer member at the time a voltage of 1000(V) is applied to the transfer member which is arranged by being confronted with the image carrier to the resistance value of the transfer member at the time a voltage of 500(V) is applied to it is within the range of 0.5 to 0.89 and also the resistance value ratio of the resistance value of the transfer member at the time a voltage of 2000(V) is applied to the transfer member to the resistance value of the transfer member at the time a voltage of 1000(V) is applied to it is within the range of 0.3 to 0.88.
