PROBLEM TO BE SOLVED: To provide a surface-coated cermet cutting tool having a hard coating layer exhibiting superior abrasion resistance in a high speed cutting work. SOLUTION: This cutting tool is formed by physically depositing (a) a sputtering-formed amorphous carbon layer having the average layer thickness of 0.2 to 3μm as a surface lubricating layer, and (b) a composite nitride layer of Ti and Al having an average layer thickness of 1 to 15μm as an abrasion resistant hard layer, on the surface of a tungsten carbide group cemented carbide base body or a titanium carbonitride cermet base body; and is characterized in that the abrasion resistant hard layer has a component concentration distribution structure that an Al maximum inclusion point and an Al minimum inclusion point alternately and repeatedly exist at a prescribed interval in the layer thickness direction, and an inclusion rate of Ti and Al respectively and continuously changes between the both points; and is composed of the composite nitride layer of Ti and Al, on which the Al maximum and minimum inclusion points satisfy a specific composition formula, and an interval between the adjacent Al maximum inclusion point and Al minimum inclusion point is 0.01 to 0.1μm.
