<P>PROBLEM TO BE SOLVED: To manage articles by reading information on a radio tag effectively even by hand scan, and to provide guide information about arrangement of articles according to the information read by a handy reader. <P>SOLUTION: The handy reader having an antenna for reading a signal of the radio tag in a comparatively large range is used. When the antenna for reading the large range is pointed to the articles arranged in line on a shelf or the like, signals from a plurality of radio tags collide with each other and hence a collision processing means for processing collided (converged) signals is provided.
