PROBLEM TO BE SOLVED: To provide a step-up circuit in which power consumption is lowered without lowering a load driving capacity and the output voltage is stabilized, and to provide a semiconductor device and a display comprising it. SOLUTION: A first circuit 20 is connected with first and second power supply lines VL-1 and VL-2 and a step-up power supply line VLU and outputs the voltage between the first and second power supply lines VL-1 and VL-2 while multiplying by M (M is a positive integer) between the first power supply line VL-1 and the step-up power supply line VLU. A second circuit 30 is connected with the first power supply line VL-1, the step-up power supply line VLU and an output power supply line VLO and includes a plurality of switch elements. The second circuit 30 outputs a voltage generated from the first circuit 20 while multiplying by N (M>N, N is an integer) between the first power supply line VL-1 and the output power supply line VLO by charge pump operation employing a capacitor C being connected externally between first and second terminals T1 and T2, and a switch element connected with the second terminal T2.
