PROBLEM TO BE SOLVED: To provide a method of producing cement slurry which uses salt water used for submarine foundation improvement or marine construction in a civil engineering and construction work such as a deep mixing stabilization method, a diaphragm wall method, an injection method, a backfill grouting method, a chemical grouting method, a slurry method or a grouting method, and which exhibits excellent flowability, small change of flowability with time and stable flowability by controlling the quantity of gypsum hemihydrate in the cement slurry. SOLUTION: In the production of the cement slurry by mixing a portland cement clinker component, gypsum and a cement dispersing agent with salt water, the salt water is mixed after the quantity of gypsum hemihydrate contained in the gypsum is controlled to be≤1.6 wt.%, expressed in terms of SO<SB>3</SB>, to the quantity of the portland cement clinker component.
