PROBLEM TO BE SOLVED: To shorten the time up to the start of a guide in a communication type navigation system for downloading a map. SOLUTION: A travel route connecting a start point corresponding to the present position information received by an on-vehicle terminal to a destination corresponding to destination information is searched in a map distribution server, guide information on the searched travel route is generated, travel route information comprising the travel route and the guide information, and a plurality of map information blocks wherein map information on the travel route is divided along the travel route are distributed, a distribution priority order therefor is set when distributing the plurality of map information blocks, and the map information blocks are distributed according to the distribution priority order, after distributing the travel route information.
