PROBLEM TO BE SOLVED: To provide an electrolyte with excellent ionic conductivity even in a low-temperature environment and a battery using the same. SOLUTION: The electrolyte 24 contains powder with a DBF oil absorption of 50 cm3/100g or more at a rate of 10% by mass or more and 50% by mass or less, in addition to a polymer compound and electrolyte solution. Here, the electrolyte solution and the powder are retained by the polymer compound and the electrolyte 24 is in a gel state. Further, the electrolyte solution contains a solvent and electrolyte salt, and the solvent contains a low-boiling-point solvent with a boiling point of 150°C or less such as ethyl methyl carbonate retained by the powder at a rate of 5% by mass or more to 70% by mass or less, in addition to a high-boiling-point solvent with a boiling point of higher than 150°C such as propylene carbonate or ethylene carbonate.
