PROBLEM TO BE SOLVED: To suppress the total power consumption of a device such as a liquid crystal panel etc. SOLUTION: Voltage supplied to a gate line GL1 is stored in a load capacitor CGLCD1 that the gate line GL1 originally has. The electric charges of the load capacitor CGLCD1 are recovered by temporarily transferring the charges to a specially provided capacitor for electric power storage.
