PROBLEM TO BE SOLVED: To provide a floor heating system capable of efficiently heating a room while saving energy. SOLUTION: This floor heating system for supplying heat by circulating hot water in a pipeline in a mat laid on a floor in the room is provided with a temperature sensing means for sensing the temperature of at least one part out of the inlet side and outlet side of the pipeline in the mat, the floor and a prescribed part in the room; a temperature control means for controlling the temperature of hot water; and a flow control means for controlling the flow of the hot water. The temperature control means and the flow control means continuously control the temperature of hot water and the flow of hot water respectively based on information from the temperature sensing means.
