The handtool (1) has a cutting unit reciprocated by a toggle unit (9) to remove a severed layer of insulation axially from one end of an insulated conductor. Cam follower (15) and cam unit (130) control a displacement of the cutting unit by the toggle unit, and serve to lock the cutting unit in a position to retain the severed layer during axial withdrawal of the conductor from an insulating cutting chamber.
