PURPOSE: An apparatus is provided to prevent a trip of a breaker and damage of a motor by controlling starting velocity constant and alarming abnormality of starting operation. CONSTITUTION: An apparatus comprises velocity variation calculation units(101,102), velocity variation control units(103,104), current variation calculation units(106,107), variation detection units(108 to 110), alarm units(111,112), and velocity control units(105,113,114). The velocity variation calculation units calculate a velocity variation between the reference start velocity of a main blower motor(1) and the detected velocity of the main blower motor. The velocity variation control units convert the velocity variation into corresponding percentage value, and output variation signals through a PID control using a target value and the percentage value. The current variation calculation units calculate a current variation between the reference start current of the main blower motor and the detected current of the main blower motor. The variation detection units detect whether the current variation is higher than a reference variation, or the velocity variation exceeds an allowable current range. The alarm units alarm occurrence of variation, if the occurrence of variation detected by the variation detection units is maintained for a predetermined time period. The velocity control units convert the variation signal output from the velocity variation control units into corresponding rotation frequency value, obtain a target rotation frequency value by adding the rotation frequency value and a preset rotation frequency value, and control the velocity of the main blower motor in accordance with the variation between the target rotation frequency value and the detected rotation frequency value of the main blower motor.
