PURPOSE: An information processing system, an information processing device and a method, a recording medium and a program are provided to sequentially packetize encoded data by a packet writer, and to transmit the packetized data to a terminal device, then to prepare data based on the sequentially received data before a program is completed, so that a user can watch the program in real time. CONSTITUTION: A tuner(71) selects a broadcasting program commanded by a CPU(79), converts a video signal and a voice signal of the selected program to digital signals, and generates video data and voice data, then outputs the generated data to a converter(73). An external AV input unit(72) outputs AV data to the converter(73). The converter(73) selects one of the AV data supplied from the tuner(71) and the external AV input unit(72), and outputs the selected data to a compressor(74). The compressor(74) compresses the AV data. An encoder(75) encodes the compressed data, and outputs the encoded data to a packet writer(76). The packet writer(76) divides the outputted data to add header information, and writes packets to output the packets to a network interface(77). The network interface(77) transmits the packets to a terminal device.
