摘要 <p>PURPOSE: A data transmission scheduling method and a scheduler are provided to perform an efficient scheduling process and improve service quality by obtaining an effective data throughput rate of transmission between each of the mobile terminals and the base station. CONSTITUTION: A method for scheduling data transmissions between a plurality of mobile terminals(101) and a base station(103) in a hybrid automatic repeat request system includes a calculating process and a prioritizing transmission process. The calculating process is performed to calculate a data rate for future transmissions between each of the mobile terminals and a base station based on an effective data throughput rate of transmission between each of the mobile terminals and the base station. The effective data throughput rate is based partially on the effect of any data retransmission between each of the mobile terminals and the base station. The prioritizing process is performed to prioritize transmission between each of the mobile terminals and the base station based on the calculated data rate for future transmissions.</p>
